A MANIFESTO FOR AUSTRALIAN AGI 

PREAMBLE

A Crossroads

Australia stands at a pivotal moment in history. The rise of Artificial General Intelligence (AGI) and robotics offers an extraordinary opportunity to build a future of abundance—where work as we know it becomes optional, technology eliminates scarcity, and everyone has access to the essentials of life. But who will shape this future? Who will decide how this technology is used?

It’s been over two years since the release of ChatGPT by OpenAI in November 2022 and, since then, AI models have continued to improve at a rapid rate. Many senior industry leaders are predicting AGI could appear as soon as 2025. Leaders in the field of robotics are predicting that by 2040 there could be a billion bipedal robots in society and they will cost roughly the same as an entry-level motor vehicle does today.

In the last two years, our government and corporate leaders have done very little to prepare Australia for what’s happening.

If we leave the preparation to governments and corporations, we risk walking into a nightmare. The same governments that failed to prepare for the COVID-19 pandemic—despite decades of warnings from scientists—will fail to prepare for the AGI revolution. During COVID, we saw the consequences of short-term thinking, poor planning, and a political system more focused on protecting profits than saving lives. Hospitals were overwhelmed, supply chains collapsed, and millions of people were left to fend for themselves. Now imagine the same incompetence on a far larger scale, with AGI and robotics disrupting every job, every industry, and every aspect of society.

Corporations, driven by profits above all else, will use AGI to maximise efficiency at the expense of workers. Entire industries will disappear overnight, with no safety nets in place for those displaced. Housing, healthcare, education, and even food could be controlled by algorithms designed to extract wealth, not serve humanity. Without intervention, this technology will deepen inequality and concentrate power in the hands of a small elite, while millions of Australians are left behind, struggling to survive in a system that no longer values their existence.

But there is another path. A path where we, the people, take control of our future. Where AGI and robotics are used to empower communities, not exploit them. A society where technology guarantees universal access to housing, healthcare, education, and sustainable energy. A society where every person’s dignity is respected, and every community has the tools to thrive.

Governments have shown us time and again that they cannot be trusted to act in the public’s best interest. If we leave this to the politicians and the corporations, we know what will happen: they will act too late, too timidly, and in service of the powerful. It is up to us to seize this moment and take responsibility for shaping the future.

We envision an Australia built on dignity, equity, and abundance. A society where the benefits of AGI and robotics belong to all of us, not just the few. But this future will not happen by accident—it will only happen if we organise, act, and build it ourselves.

OUR VISION: UNIVERSAL BASIC SERVICES

We envision a society where everyone has access to the essentials of life, guaranteed as human rights. It should be a future of dignity, equity, and abundance.

Imagine an Australia where every person has access to universal basic services—no matter who they are, where they come from, or what they earn. A country where no one struggles to put a roof over their head, feed their family, or access the healthcare they need. A society where technology, driven by the rise of Artificial General Intelligence (AGI) and robotics, empowers us all to live with dignity, security, and freedom.

In this future, housing is no longer something people work their entire lives to pay for, but a guaranteed right. Families live in safe, sustainable homes, designed with cutting-edge technology and built to serve communities, not investors. Cities are vibrant, human-centred spaces, while new, self-sustaining communities thrive in previously overlooked regions, connected by technology and a shared vision for a better life.

Education is limitless and free, available to everyone at every stage of life. AI-powered learning adapts to each individual, nurturing creativity, curiosity, and innovation. From coding to gardening, from the arts to the sciences, every person has the opportunity to learn, grow, and contribute to society in ways that inspire them.

Work is no longer about survival but about purpose. With AGI and robotics handling the monotonous and the mundane, people are free to pursue their passions, care for their loved ones, and contribute to their communities. Whether through art, caregiving, innovation, or environmental stewardship, everyone has a role to play in building a thriving society.

Healthcare is universal, equitable, and comprehensive. No one waits months for critical treatments or struggles to afford essential medications. Every Australian has access to not just physical healthcare, but also mental health support and dental care, free of charge.

With the power of AGI, medical systems are transformed. AI-driven diagnostics ensure diseases are detected early, personalised treatment plans maximise outcomes, and robotic precision improves surgical success rates. Telemedicine and mobile health units bring cutting-edge care to even the most remote communities, ensuring that no one is left behind, regardless of where they live.

This is a future where healthcare isn’t just about treating illness—it’s about empowering everyone to live their healthiest, fullest life.

Energy is clean, abundant, and collectively owned. Solar panels, wind turbines, and AI-managed grids power our homes and communities without harming the planet. Water is conserved and shared, and waste is recycled in a circular economy that leaves nothing behind.

Communities are strong, connected, and empowered. Decisions about how we live are made collectively, with everyone having a voice. Technology is a tool for collaboration, not exploitation. Blockchain ensures transparency, and AI helps allocate resources where they are needed most, eliminating waste and inequality.

This is a future where people are valued for their humanity—not for how much profit they can generate. A future where no one is left behind, and no one is deemed unnecessary. A future where the promise of AGI and robotics is realised not for the few, but for all of us.

This is our vision: an Australia where dignity, equity, and abundance are not dreams but realities. A society built by the people, for the people, powered by the very technologies that could otherwise be used to divide us. It is a future worth fighting for—and it starts with us.

This vision will not happen on its own. It won’t emerge by chance or as a natural consequence of progress. It must be driven—deliberately and passionately—by the people.

We cannot rely on corporations or governments to lead us into this future. Their priorities are profit, control, and maintaining the status quo. The promise of universal basic services—housing, healthcare, education, and energy for all—is not just unaligned with their interests; it directly threatens their power and wealth. It is anathema to the systems they uphold.

If we wait for them to act, they will fail us. They will hoard the benefits of AGI and robotics for themselves, leaving the rest of us to face rising inequality, joblessness, and scarcity in the shadow of abundance.

It is time for the people to take charge of their future. Together, we can build a society where technology serves humanity, not the other way around. The power to create this future is in our hands—but only if we seize it.

OUR PRINCIPLES

1. **Collective Ownership:** We believe essential resources and industries—such as housing, healthcare, energy, and data—should belong to the people, not to corporations or elites. This means transitioning toward models of public ownership, worker cooperatives, and decentralised, democratically managed systems. Using 21st-century technologies like blockchain, AI, and open-source platforms, we can create transparent and equitable frameworks for collective ownership that balance local autonomy with global solidarity.

2. **Radical Democracy:** True democracy goes beyond voting every few years. It is participatory, transparent, and dynamic, empowering communities to directly decide how resources are allocated and policies are shaped. Advances in AI and blockchain can enable faster, more effective democratic systems, provided they are governed with safeguards to prevent bias and ensure accountability. Radical democracy doesn’t stop at borders; it has the power to address global challenges and build collective solutions for a just future.

3. **Sustainability:** Climate change is an existential threat, and addressing it is both a moral imperative and a practical necessity. We will fight for a system that prioritises ecological balance through renewable energy, circular economies, and the protection of biodiversity. Using AI and robotics, we can monitor ecosystems, optimise resource use, and drive the transition to a sustainable future. Sustainability is not just about the environment; it’s about building a liveable planet for all generations to come.

4. **Technology for the People:** Advances in AI, automation, and data systems must serve the public good, not private profit. Technology should be a tool for abundance and liberation—empowering individuals and communities while ensuring ethical, transparent governance. Data, as a public resource, must be managed democratically to prevent exploitation and promote collective benefit. With these principles, we can ensure technology strengthens, rather than erodes, human dignity and freedom.

5. **Solidarity and Inclusion:** Our movement stands for everyone. We are committed to building a system that respects and protects Indigenous sovereignty, racial justice, gender equality, LGBTQIA+ rights, disability inclusion, and an end to all forms of oppression and marginalisation. Recognising the interconnectedness of these struggles, we fight for intersectional justice and collective liberation. This is not just a local commitment—it is a pledge to global solidarity, ensuring that no one is left behind in the pursuit of a more just world.

6. **Accountability and Protection from Exploitation:** Psychopaths exploit systems for personal gain at the expense of collective well-being. To build a just society, we must design systems that prevent individuals with destructive tendencies from consolidating power or influence. By implementing decentralised decision-making, robust checks on authority, psychological screening for leadership roles, and transparency in governance, we can limit the harm caused by manipulative or exploitative behaviours. Our systems must reward empathy, collaboration, and integrity, ensuring that power serves the many, not the few.

OUR PLAN

To realise our vision of a society built on dignity, equity, and abundance, we must act as the government we wish to see.
This means building an organisation capable of creating and implementing solutions, testing them in real-world conditions,
and proving that Universal Basic Services (UBS) can deliver transformative results. Here’s how we do it:

1. Build the Vanguard

The foundation of our plan is a core group of skilled, visionary individuals who will lead and guide the movement.

  • Assemble Experts: Recruit leaders in public policy, technology, urban planning, economics, and community organising. Include voices from marginalised communities to ensure the movement is inclusive and equitable.
  • Create Portfolios: Assign “ministers” or working groups to focus on key areas like housing, healthcare, education, energy, and technology.
  • Develop a Strategic Blueprint: Task these groups with creating detailed, actionable policies for implementing UBS, tailored to Australia’s needs.

2. Secure Resources

Transformative change requires resources. We must build a sustainable base of funding and support.

  • Crowdfunding: Launch campaigns to raise awareness and attract grassroots financial backing.
  • Major Donors and Ethical Investors: Approach philanthropists and organisations aligned with the movement’s principles.
  • In-Kind Contributions: Seek donations of land, technology, and professional expertise to support pilot programs.

3. Identify Pilot Communities

To prove UBS can work, we need real-world testing grounds. Regional towns and small suburbs are ideal for these pilots.

  • Select Locations: Use AI and demographic analysis to identify towns with populations of 5,000–20,000 that face challenges UBS can address, such as housing insecurity or limited healthcare access.
  • Engage Communities: Work with local councils, businesses, and residents to co-design pilot programs tailored to their needs. Host town halls and build trust through transparency and collaboration.

4. Launch Pilot Programs

Prove the viability of UBS by implementing small-scale, targeted projects in selected communities.

  • Affordable Housing: Build or retrofit cooperative housing developments with long-term affordability guarantees.
  • Mental Health Access: Deploy AI-powered mental health platforms offering 24/7, free, on-demand support for depression, ADHD, anxiety, and crisis intervention. Pair AI solutions with community hubs staffed by local volunteers and visiting professionals.
  • Renewable Energy: Install community-owned solar or wind energy systems to lower costs and increase sustainability.
  • Local Credit Systems: Test community-based credit systems where residents earn and spend credits for contributing skills and labour.
  • Education Support: Introduce free AI-driven learning platforms to supplement traditional schooling and lifelong education initiatives.

5. Build a Mass Movement

Transform local successes into a national movement for systemic change.

  • Educate and Inspire: Share the results of pilot programs through workshops, podcasts, videos, and social media campaigns.
  • Engage Communities: Empower people to start their own UBS initiatives by providing resources, training, and support.
  • Amplify Stories: Highlight personal stories from pilot program participants to show the human impact of UBS.

6. Scale the Vision

Expand the movement from local pilots to national adoption.

  • Replicate Successful Programs: Use proven pilot models to scale UBS initiatives across cities and regions.
  • Develop a Playbook: Create a comprehensive guide for governments, councils, and communities to implement UBS systems.
  • Global Solidarity: Connect with international movements to share resources, strategies, and successes, fostering a global shift toward post-capitalist systems.

7. Act as a Shadow Government

Operate as if we already hold power, proving we are capable of governing and delivering results.

  • Offer Alternatives: When governments or corporations fail, present actionable solutions from the movement’s strategic blueprint.
  • Hold Institutions Accountable: Highlight the failures of current systems and position the movement as a credible, effective alternative.
  • Prepare for Transition: Build systems that are ready to be adopted or scaled by governments when they are forced to act.

The Long Game

We act not only as visionaries but as doers—demonstrating through action that a better society is possible.
By building the organisation, proving our ideas through pilots, and scaling our successes, we will create a blueprint for the future.
When the failures of the current system become undeniable, we will be ready to step in with solutions that are tested, proven, and designed to serve everyone.
